| dc.description.abstract | En la cotidianidad, el concepto de cultura ciudadana suele relacionarse con civismo, convivencia, vida urbana, sentido de comunidad, sentido de pertenencia y otros conceptos que a su vez pueden ser polisémicos. Para justificar un estudio que incluya el concepto de cultura ciudadana es necesario mostrar la manera como este se abordará, ya que se ha caracterizado por ser de carácter complejo y ambiguo. En este trabajo, la cultura ciudadana se asume como el conjunto de prácticas de un grupo de personas (ciudadanos) que conforman las dinámicas de su vida en relación con quienes habitan a su alrededor (en la ciudad). Desde esta perspectiva, se hizo necesario recalcar la incidencia que logran tener las emisoras comunitarias dentro de esta dinámica, en particular desde las estrategias que se plantean desde el marco legal y teórico. Para la presente investigación se tuvieron como guía de estudio los antecedentes, donde se consideró el contexto radiofónico (radio comunitaria) y el contexto conceptual (cultura ciudadana) de los investigadores, los cuales convergen en diferentes perspectivas que ayudaron a la legitimación en el proceso del proyecto. Se asume que los medios de comunicación comunitarios deben garantizar la calidad de sus contenidos, de manera que contribuyan a que su audiencia forme opiniones sobre temas de interés público y que involucren a la comunidad desde la dinámica de la democracia y desde procesos que construyan cultura ciudadana; sin embargo, en el caso de las emisoras comunitarias algunas veces hay más preocupación por entretener a la audiencia, olvidando darle una verdadera participación a la comunidad dentro de sus contenidos y emisiones, por lo que se hace necesario indagar si verdaderamente dichos medios emiten contenidos significativos y de carácter comunitario que promuevan la construcción de cultura ciudadana en los diferentes entornos donde estas se ubican y de donde surge la pregunta de investigación ¿Cuál es el papel de la radio comunitaria en la participación y construcción de la cultura ciudadana en el Altiplano del Oriente Antioqueño? La investigación se llevó a cabo bajo un enfoque cualitativo, de alcance descriptivo y correlacional, donde se aplicaron técnicas investigativas como la entrevista, revisión documental y observación no participante, las cuales van acordes con los propósitos y con la ruta metodológica del proyecto, con el fin de facilitar y ser un poco más precisos en cuanto a la recolección y presentación de los resultados. La entrevista permitió conocer las perspectivas en cuanto a los tópicos, la revisión documental estudia los contenidos de las tres emisoras escogidas, la observación no participante tiene una visión más amplia en cuanto a lo que hacen. Tras el proceso de recolección, el análisis se realizó mediante la técnica la triangulación de datos y triangulación teórica, que posibilitó hacer un contraste respecto a lo que se dice con lo que se hace en las emisoras y la fundamentación teórica elaborada para la investigación. | es_ES |
| dc.description.abstractenglish | In everyday life, the concept of citizen culture is usually related to civility, coexistence, urban life, sense of community, sense of belonging and other concepts that in turn can be polysemic. To justify a study that includes the concept of citizen culture it is necessary to show the way in which this will be approached, since it has been characterized by being of complex and ambiguous character. In this work, citizen culture is assumed to be the set of practices of a group of people (citizens) that shape the dynamics of their lives in relation to those who live around them (in the city). From this perspective, it was necessary to emphasize the impact that community radio stations manage to have within this dynamic, in particular from the strategies that are proposed from the legal and theoretical framework. This research was guided by the background, which considered the radio context (community radio) and the conceptual context (citizen culture) of the researchers, who converged on different perspectives that helped to legitimize the project process. It is assumed that community media must guarantee the quality of their content, so that they contribute to the formation of opinions by their audience on topics of public interest and that they involve the community from the dynamics of democracy and from processes that build citizen culture; However, in the case of community radio stations there is sometimes more concern about entertaining the audience, forgetting to give the community real participation in their content and broadcasts, so it is necessary to investigate whether these media really broadcast meaningful content of a community nature that promotes the construction of a citizen's culture in the different environments where they are located, and from which the research question arises: What is the role of community radio in the participation and construction of a citizen's culture in the Eastern Antioquia Altiplano? The research was carried out under a qualitative approach, with a descriptive and correlational scope, where research techniques such as interviewing, document review and non-participating observation were applied, which are in accordance with the purposes and methodological route of the project, in order to facilitate and be a little more precise in terms of collecting and presenting the results. The interview allowed to know the perspectives regarding the topics, the documentary review studies the contents of the three selected stations, the non-participating observation has a wider vision regarding what they do. After the collection process, the analysis was carried out by means of the technique of data triangulation and theoretical triangulation, which made it possible to make a contrast between what is said and what is done in the stations and the theoretical foundation prepared for the research. | es_ES |
