dc.description.abstractColombia es un país diverso, lleno de culturas ancestrales y con antepasados indígenas, posterior a la colonización quedan en el país diferentes etnias, que sobreviven de las costumbres que se han ido heredando de generación en generación, costumbres ancestrales llenas de riqueza cultural, social y política. La OIT a través del convenio 169, reconoce la diversidad étnica y cultural como una prioridad dentro de los países con presencia de pueblos indígenas, reconociendo a estos como pueblos y no como meras poblaciones, plantea este convenio a su vez el mecanismo de consulta previa, con una doble connotación ya que hace el papel del derecho fundamental de los pueblos indígenas, tribales y raizales a ser consultados cuando diferentes procesos de índole público o privado involucren su territorio, y a su vez es el mecanismo de participación ciudadana por el cual estos pueblos son escuchados y ponen en conocimiento su perspectiva y los impactos que puede tener una obra, proyecto, medida o decisión administrativa en su territorio. La comunidad indígena Nutabe, resguardo de Orobajo ubicada desde tiempos de la conquista en el cañón del río Cauca, a la altura del municipio de Ituango, ha vivido desde incontables años en este territorio, subsistiendo de recolección de frutos, ganadería, pesca, y la más importante el barequeo, varias de estas actividades son posibles gracias al río Cauca. En el año 2010 se firma el acuerdo para realizar la mega construcción del proyecto Hidroelectrico: HidroItuango, a cargo de EPM – Empresas Públicas de Medellín, la empresa HidroItuango S.A, el IDEA y demás socios pertenecientes al consorcio. En el año 2017 se reconoce a la comunidad indígena Nutabe como comunidad Indígena, lo que les garantiza el uso del mecanismo de consulta previa.
dc.description.abstractenglishColombia is a diverse country, full of ancestral cultures and with indigenous ancestors, after colonization, different ethnic groups remain in the country, that survive from the customs that have been inherited from generation to generation, ancestral customs full of cultural, social and political wealth. The OIT, through Convention 169, recognizes ethnic and cultural diversity as a priority within countries with a presence of indigenous peoples, recognizing these as peoples and not as mere populations, this agreement in turn raises the mechanism of prior consultation, with a double connotation since it plays the role of the fundamental right of indigenous peoples, tribal and raizales to be consulted when different processes of a public or private nature involve their territory, and in turn, it is the mechanism of citizen participation by which these peoples are listened to and make known their perspective and the impacts that a work, project can have, measure or administrative decision in its territory. The Nutabe indigenous community, a reservation of Orobajo located since the time of the conquest in the Cauca river canyon, at the height of the Ituango municipality, has lived for countless years in this territory, subsisting on fruit gathering, livestock, fishing, and more importantly the Barequeo, several of these activities are possible thanks to the Cauca river. In 2010, the agreement was signed to carry out the mega construction of the hydroelectric project: Hidroituango, in charge of EPM - Empresas Públicas de Medellín, the company Hidroituango S.A, the IDEA and other partners belonging to the consortium. In 2017, the Nutabe indigenous community was recognized as an indigenous community, which guarantees the use of the prior consultation mechanism.es_ES
